Relocation of the DPW Facility to Alpha Road On Tuesday, April 6, 2010 the registered voters of the Town of Chelmsford have an important decision to make. Should you vote for or against Question 1Relocation of the DPW Facility to Alpha Road? The North Chelmsford Water District would like to present some facts about the project and how the project, if passed or voted against, will impact your water supply. The relocation of the DPW facility to Alpha Road utilizes a phased approach. During Phase I: • The Alpha Road Site will undergo multiple renovations and site upgrades including: o Access road to rear yard area o Salt shed construction o Demolition of existing office area o Roof repair o Insulation of exterior walls • Richardson Road Site will undergo a clean-up o Demolish, remove two metal sheds o Demolish, remove wood-framed bituminous shed o Demolish, remove office trailer • Salt shed on Swain Road will be demolished • Estimated cost for Phase I: $4.6 million During Phase II: • Alpha Road Site will undergo grading/paving/drainage for remaining rear yard area, Parking/ circulation at fueling area, Sewer extension for garage floor drains, fueling system • Building electrical service will be upgraded, renovation of Administrative offices will be completed, Employee facilities and vehicles maintenance area will be renovated, large emergency generator will be installed. • Estimated cost for Phase II: $6 million If the Relocation Project does not pass, the Town will need to rebuild on Richardson Road. This means: • Within 1 Year: Partial Administration, employee facilities, wash bay, salt shed relocation, and partial site development will take place. • Within 4 Years: The Remainder of Administration/Employee facilities, shops, partial vehicle storage, partial site development will take place. • Within 7 Years: Remainder of Vehicle storage, renovation of existing garage, remainder of site development. • Within 10 Years: Vehicle Maintenance Facility • Estimated Cost for rebuilding on Richardson Road: $29.5 million
The North Chelmsford Water District receives its water supply from four gravel packed wells located in the Bomil Well Field. This well field is located on Richardson Road across the street from the Chelmsford Highway Department (DPW facility). Being in such close proximity to a DPW facility concerns the North Chelmsford Water District. The current location of the DPW facility and the materials and vehicles stored there, and the day to day operations that take place there put your water supply at risk for contamination. If the relocation of the facility does not pass, the risk to the water supply will become even greater. Of great concern to the District is the relocation of the Salt Shed to the Richardson Road location. Our water already contains elevated levels of sodium. Placing a salt shed directly across from the recharge area for our wells will only increase the problem. Once salt enters a water supply, it cannot be removed without expensive Water Treatment processes that would cost the Water District millions of dollars to put in place. Consider this: It is possible to relocate a DPW facility to a location better suited for it. However, it is not possible to do the same for your water supply. We ask you to consider the information provided and remember to cast your vote on Tuesday, April 6, 2010.
